Submissions

  • Authors should upload their blind full paper (leaving the names of authors and their affiliations to review) as the initial submission to the CMT portal, and details of ALL AUTHORS must be added to the DECLARATION FORM. Use the prescribed template.
  • A full paper submitted with the authors’ details will not be considered for review, and authors will be requested to resubmit according to the instructions given above.
  • Research work presented or published elsewhere will not be considered.
  • If plagiarism is detected, the full paper will be rejected without further consideration.
  • Please submit the camera-ready full paper using the prescribed template.
  • The full papers will undergo a double-blind peer review process and the accepted papers will be eligible for either oral or poster presentations.
  • Researchers living abroad with accepted papers are allowed to present their papers online.
  • Researchers residing in Sri Lanka with accepted papers are required to present their papers in person at the conference.

Author Guidelines

All submitted manuscripts to ICOBI  2026 will undergo a double-blind peer review process, where both the authors and reviewers remain anonymous to ensure fairness and objectivity.

Each paper will be evaluated by members of the technical program committee and subject experts based on several criteria, including:

  • Technical quality and depth
  • Originality and innovation
  • Clarity of presentation and organization
  • Relevance to the conference themes
  • Language and overall readability

Authors are expected to revise their manuscripts in accordance with the reviewers’ comments. Final decisions regarding acceptance for publication and/or presentation will be communicated to the corresponding author, including co-authors where applicable.

Notes

  1. All submissions must present original, unpublished research (either experimental or theoretical). Papers must not be under consideration elsewhere at the time of submission. All manuscripts are subject to peer review and editorial refinement.
  2. Authors are required to strictly follow the official ICOBI 2026 paper template which you can find below when preparing their manuscripts. Submissions that do not conform to the prescribed formatting guidelines may be rejected without review.
  3. Each paper should typically be a minimum of 6 pages to maximum of 8 pages, including all figures, tables, and references, and must adhere to the formatting and structural requirements specified in the conference template.
  4. All in-text citations and reference lists must strictly follow the IEEE citation style. This is a compulsory requirement. Papers that fail to adhere to the IEEE citation format will not be considered for review.

Responsibilities of Authors

Authors are expected to present original research that has not been published elsewhere. All data, methods, and findings should be accurately reported, without fabrication, falsification, or inappropriate data manipulation. Authors must properly acknowledge the contributions of others, including citing relevant work. Plagiarism, in any form, is unacceptable and will result in the rejection of the submitted paper. Furthermore, authors should disclose any potential conflicts of interest that might influence the results or interpretation of their work. Submitting the same manuscript to multiple conferences or journals simultaneously is considered unethical and is strictly prohibited. 

Handling Ethical Misconduct

The “ICOBI 26” takes ethical misconduct seriously and has established procedures to address such issues. If unethical behaviour is suspected, the editorial board will investigate the matter thoroughly. If misconduct is confirmed, appropriate actions will be taken, which may include the rejection of the manuscript, notifying the authors’ institutions, and banning the authors from future participation in the conference. All investigations and actions will be conducted in accordance with the principles of fairness, confidentiality, and transparency. 

Plagiarism Prevention

To maintain the integrity of the conference proceedings, all submitted manuscripts will be screened for plagiarism using specialized detection software. Manuscripts found to have a similarity index exceeding 10% will be scrutinized, and authors may be asked to revise or provide explanations for the overlaps. Instances of confirmed plagiarism will lead to the rejection of the manuscript and may result in further disciplinary actions.

Important Notes

  • At least one author of each accepted paper must complete the registration before the applicable registration deadline for the paper to be included in the conference proceedings.
  • Registration fees are applicable per accepted paper and must be paid in full before the registration deadline.
  • Any bank transfer charges, intermediary bank fees, or currency conversion charges shall be borne by the participant.

Payment Guidelines

  • For all other authors, the applicable registration fee must be paid according to the registration category and deadline.
  • Registration fees are charged per author. If multiple authors of the same paper wish to receive individual certificates of presentation and participation, each author is required to complete a separate registration and pay the applicable registration fee, regardless of the total number of authors listed on the paper.
  • At least one author of each accepted paper must complete the registration process by the relevant registration deadline for the paper to be included in the conference programme and proceedings.
  • Proof of payment must be submitted together with the registration details for verification before registration can be confirmed.

Cancellation Policy

Registration fees are non-refundable in the event of cancellation, withdrawal, or non-attendance due to personal reasons or circumstances attributable to the participant. The conference organizers shall not be responsible for any losses incurred as a result of a participant’s inability to attend the conference after registration has been completed. Any exceptions will be considered solely at the discretion of the Organizing Committee.
